To understand a scan tool that cannot communicate, compare it under normal, safe conditions: cold versus warm, idle versus steady speed, and light versus higher load. Record whether the tool powers up and whether it fails on one car or several. Change one condition at a time so the result stays useful.
Do not create a risky test just to reproduce it. Check ignition position and connector condition without forcing pins.
