A cold-start temperature reading should make sense

Before the engine starts, coolant temperature should be plausible for the conditions around the car.

After the car has sat long enough to cool, compare the scan tool's coolant-temperature reading with ambient conditions and other available temperature sensors. A large mismatch can point toward a sensor or circuit issue.
